Article 253 of Constitution of India confers power upon parliament to enact laws relating to treaties, to give effect to such treaties, protocols, covenants, agreements and conventions entered into by India with one or more countries and intergovernmental organizations or any decisions concluded at international conferences in which India was a participant. This does not require consent of any state.
