Indian Council Act, 1861: The Indian Councils Act of 1861 introduced a grain of popular element insofar as it provided that the GovernorGeneral's Executive Council, which was so long composed exclusively of officials, should include certain additional nonofficial members, while transacting legislative business as a Legislative Council. The Indian Councils Act 1861 was an act of the parliament of UK that transformed the India’s executive council into a cabinet run on the portfolio system.
