With reference to Forest Conservation Act, consider the following statements:
1. It was introduced by the British in 1927 for addressing deforestation.
2. All the areas that conformed to the dictionary meaning of forest are considered as forests.
3. It was made compulsory for state to take Centre’s permission to use forest land for non-forest purposes.
Which of the statements given above is/are correct?
1 and 2 only
2 and 3 only
1 and 3 only
1, 2 and 3
Statement 1 is not correct: Ministry of Environment and Forest has introduced a consultation paper on amendments to be brought out in this activity recently. The Forest (Conservation) Act, 1980, came into force to address deforestation. Though the Indian Forest Act has been in force since 1927, it was geared to allow the colonial British administration to control the extraction of timber and was not aimed at preserving forests or addressing deforestation. Statement 2 is correct: Until December 1996, provisions of the Forest Conservation Act only applied to forests notified under the Indian Forest Act of 1927 or any other local law, and to those managed by the forest department. But a 1996 Supreme Court judge ordered that all areas that conformed to the dictionary meaning of forest were to be also considered forests. Statement 3 is correct: States had already notified forest land but the FCA made it necessary to get the Centre’s permission for using such forest land for “non-forestry purposes” and the creation of an advisory committee to recommend such re-classification
