Parliamentary government’s successful working has been jeopardized because:
The constitution has bestowed ordinance-making power on the President.
The President has been issuing large number of ordinances every year.
The President has not been making use of his ordinance making powers.
The judiciary has prevented the President from making use of ordinance making powers.
President can only promulgate an ordinance when either of the two Houses of Parliament is not in session. The President cannot promulgate an ordinance unless he is satisfied that there are circumstances that require taking ‘immediate action’.
