All the members of the Constituent Assembly were to be elected from British provinces and Princely States. The British Provinces had Provincial Assemblies which were elected bodies. Therefore the members to the Constituent Assembly could be easily elected by the elected members of Provincial Assemblies. However this was not possible in Princely States since there were no elected bodies there. Therefore the members to the Constituent Assembly had to be nominated.
