candidate received 54% of the valid votes and a 1620-vote majority. Find the number of people on the voter list who have

- 10% did not vote ? votes cast = 90% of X

- 10% votes invalid ? valid votes = 90% of votes cast = 0.9 × 0.9 × X = 0.81X

- Winner got 54% of valid votes = 0.54 × 0.81X

- Loser got 46% of valid votes = 0.46 × 0.81X

- Winner's majority = difference = (0.54 - 0.46) × 0.81X = 0.08 × 0.81X = 0.0648X

- Set 0.0648X = 1620 ? X = 1620 / 0.0648 = 25,000

So the total number of registered voters is 25,000 (Option 1).
