The Uttar Pradesh Public Service Commission (UPPSC) is the state agency authorized to conduct the Civil Services Examination for entry-level appointments to the various Civil Services of Uttar Pradesh. The agency's charter is granted by the Constitution of India. Articles 315 to 323 of Part XIV of the constitution, titled Services Under the Union and the States, provide for a Public Service Commission for the Union and for each state. The Uttar Pradesh Public Service Commission (UPPSC) came into existence on 1 April 1937, with the main aim of recruiting candidates to various services in the state. The commission is regulated by Uttar Pradesh Public Service Commission Regulation, 1976. Indianisation of the superior Civil Services became one of the major demands of the political movement compelling the British Indian Government to consider setting up of a Public Service Commission for recruitment to its services in the territory. Under the Government of India Act, 1935, for the first time, provision was made for the formation of Public Service Commissions at the provincial level. Uttar Pradesh Public Service Commission was constituted on 1 April 1937 with its headquarters at Allahabad. The working of Uttar Pradesh Public Service Commission is also regulated by Uttar Pradesh Public Service Commission Regulation, 1976.
UPPSC PCS Prelims exam pattern has been changed in 2018. The PCS Exam syllabus for Mains 2018 is based on the new pattern. Also, UPPSC Pre 2019 and Mains will be as per the new PCS exam pattern.
Highlights new UPPSC PCS exam pattern 2018 are:
- Introduction of 0.33% negative marking in the Prelims Exam
- The UPPSC mains will have 4 GS papers and only one optional subject (2 papers) along with the Essay and General Hindi paper.
- The interview will be for 100 marks

Negative Marking |
- As per the new UPPSC exam pattern, there will be 0.33% negative marking for every incorrect answer.
- For e.g., if the maximum marks allotted for a question is 2, then answering it incorrectly would incur a penalty of 0.66 marks
- Filling multiple circles on the OMR sheet for the same question would be treated as an incorrect answer
- There is no negative marking for leaving a question blank

The UPPSC Personality Test/Viva-Voce/Interview is held for the candidates who clear the Main stage of the PCS Exam. The interview (in the new PCS exam pattern) is for 100 marks and tests the general awareness, character, expression power/personality, intelligence and general suitability for the service.
