Which among the following correctly describes the `Hung Parliament`?
The Prime Minister has resigned but Parliament is not dissolved
Parliament lacks the Quorum to conduct regular business
No party has clear majority to form the government
A lame duck Parliament
When a party or pre-poll alliance is unable to secure a majority in the election, it results in a hung Parliament. The total a party or coalition needs to win one seat above the 50% mark in order to form the government. If it is unable to do so, the President may invite the leader of the single largest party/alliance in the House to try to secure the confidence of the House. In the alternative, the President may invite a combination of parties who, in his opinion, might be in a position to command a majority in the House. Quorum is minimum numbers of members required to be present in the house before transaction of any business. It is one tenth of total number of members of house including the presiding officer. (55 for Loksabha and 25 for Rajyasabha) If quorum is not completed, the meeting is adjourned by presiding officer.
