As per Section 174(1) of Companies Act, 2013, the quorum for a Board Meeting of a Company shall be one third of its total strength or two directors whichever is higher and the participation of the directors by video conferencing or by other audio-visual means shall be counted for the purpose of quorum.
If 1/3rd comes out to be in fraction, that fraction is counted as 1, so in above example, 1/3rd of 11 is 3.66 and it will be counted as 4
