The Communal Award, announced by the British Prime Minister Ramsay MacDonald in 1932, did not provide for a separate electorate for the Marathas. Instead, it reinforced and extended the concept of separate electorates for various minorities, which had been introduced earlier.
The Award provided reserved seats for depressed classes (scheduled castes), women, and other minorities in provincial legislatures, but not necessarily separate electorates for all.
The depressed classes were indeed given a form of double vote, known as the "dual vote" system, which allowed them to vote in both the general and separate electorates.
