This is waste thing . there is nothing scientific in it. if all rural and urban land records are connected with survey / sub-division number. we have already done this integration in Telangana. SR-MRO integration, CMDA, with survey number connection. and in urban lands each plot/flat have PTIN number where survey number and portion or whole of its extent is mentioned. these same parameters , for rural lands , district code, Tahsil code, Village code and survey / sub-division number being used to make it unique and some random number is assigned to it and calling it as Bhu Dhaar number or Aadhaar number for land (ULPIN). each survey / sub-division number will have such number. without this number also we can access and merger into single file online from various connected depts. with a service for a given survey number / sub-division number. if a farmer having lands in multiple places, each will have a different bhu Dhaar number. instead same thing can be achieved tagged / suffixing with district code, Tahsil code and village code and land parcel number to Aadhaar number so with one Aadhaar no. you will get all lands of a farmer across the country. if a farmer is having lands in more than one village, with ULPIN will not consolidate all such land to find out total land holding of a farmer across the country. This is dangerous that any one can spoil / bomb the agricultural field from remote knowing location or with coordinates as name also attached to it. In mobile also we are sharing location to known persons. If it is made public will lead to law and order problems. even NRSA will not share satellite image coordinates to public I am a retired scientist NIC Hyderabad, HOD of Land Records and property registrations conputerization. I computerized land records since 2000 in Andhra Pradesh. After bifurcation of state in Andhra and Telangana, I have no touch with what is happening in Andhra or concern people who worked under me earlier in the project, working in Andhra system, not told me. Since CM asked , it is done in a haste. This is engaging dept personal and diverting actual purification of land records. Better thing is to go for new Aerial cadastral survey of agricultural lands, which was started on pilot in Nizamabad district of Andhra Pradesh in 2005 by the MORD. Aero plane took photographs flying 1 KM above the ground of all 914 villages of the district, that was held up for 7 years as the private implementing agency Spech systems Ltd. in consortium with Wipro could deliver the final deliverables . I have provided solution and required application in 2012 on the request of commissioner SS and LR. 20 village’s survey records were notified in the district gazette. After bifurcation of states, work held up and previous KCR Govt could take up . Estimation for Andhra Pradesh in 2012 was 2000 crores for all 23 districts, and the national level about 70000 crores.
