Context:

• Himachal Pradesh, one of India’s most picturesque and environmentally sensitive regions, is embarking on an ambitious journey to become a certified Green Energy State by March 31, 2026. Chief Minister of Himachal Pradesh, in this regard, has articulated a vision for sustainable energy that combines renewable sources, cutting-edge technology, and eco-friendly initiatives, placing the state at the forefront of India's green energy revolution.

Key Points:

A Green Energy commitment

• The Himachal Pradesh government’s goal to achieve Green Energy State certification aligns with India’s climate goals under the Nationally Determined Contributions (NDCs).
• These commitments are integral to reducing carbon emissions and advancing sustainable energy solutions. Under the leadership of Chief Minister Sukhu, Himachal Pradesh has set out on a multifaceted path to integrate green energy across all sectors, from power generation to transportation.
• The state is taking proactive steps to transition away from thermal power dependence, focusing on renewable energy sources such as hydro, solar, and wind power. At the heart of this transition is the aim to replace 1,500 Million Units (MUs) of thermal energy consumption with renewable alternatives.
• Currently, the state consumes about 13,500 MUs of power, with a significant portion already sourced from renewable energy. Achieving 90% renewable energy consumption by 2026 will be a key milestone on the road to certification.

The Six-Pronged strategy

To achieve its ambitious green goals, the state has devised a six-pronged strategy, which involves various innovative measures aimed at sustainable energy growth:

1. Renewable energy integration: The primary focus is to replace thermal energy with hydro, solar, and wind power. This integration not only supports sustainability but also reduces the state's reliance on coal-based energy.
2. Solar power expansion: Solar energy plays a pivotal role in the state's green energy push. The government has set an ambitious target to establish 2,000 MW of solar power capacity in the next 4 to 5 years. In fact, solar generation in the state has already doubled in the last two years, underscoring the state's commitment to harnessing clean energy from the sun.
3. Green Hydrogen production: Green hydrogen is gaining prominence as a clean fuel source, and Himachal Pradesh is making significant strides in its production. The first green hydrogen facility, in collaboration with Oil India Limited (OIL), is underway, with discussions for additional private-sector facilities ongoing. This innovation will not only diversify renewable energy sources but also create new opportunities for sustainable industrial growth.
4. Electric Vehicle (EV) integration: The state is transitioning its public transportation system by replacing 1,500 buses from the Himachal Pradesh State Transport Corporation’s fleet of 3,200 with electric buses in the next 2 to 3 years. The state's commitment to electric vehicles is further evidenced by plans to convert all government vehicles to electric models, thus reducing transportation-related carbon emissions. Additionally, six National Highways are being converted into green corridors, complete with EV charging infrastructure.
5. Green Panchayat scheme: This unique initiative aims to decentralize renewable energy production by setting up 500 KW grid-connected solar power plants at the Panchayat level. The revenue generated from these plants will be reinvested into local eco-friendly projects, fostering community-led sustainable development.
6. Promoting Eco-Friendly industry: The state is fostering environmentally responsible industries by introducing stringent Standard Operating Procedures (SoPs) for new industrial proposals. The goal is to ensure that only industries adhering to sustainable practices are allowed to operate in the state.
