Context:

• Himachal Pradesh (HP), a state renowned for its stunning landscapes and abundant hydropower resources, is making significant strides in diversifying its renewable energy portfolio. With a commitment to becoming a "Green State" by 2030, HP aims to generate 72 MW of solar power by the end of 2025.

Key Points:

• Himachal Pradesh is already a leader in renewable energy, with over 80% of its electricity needs met through hydropower.
•  The state's unique topography and abundant water resources have made it an ideal location for hydropower generation. However, recognizing the need for a diversified energy mix, the state government is now focusing on integrating solar and other renewable sources into its energy portfolio.
• The World Bank's $200 million Himachal Pradesh Power Sector Development Program has been instrumental in this shift, supporting the state’s ambitious goal of adding 10,000 MW of renewable energy capacity by 2030.

Solar power initiatives

• Targeted Solar Capacity: Himachal Pradesh plans to generate 72 MW of solar power by the end of 2025 as part of its broader renewable energy strategy. This initiative aligns with the state’s goal of achieving 150 MW of solar capacity under the World Bank-supported program.
   
• Green Panchayats: In a pioneering move, the state is developing two panchayats in each of its 12 districts as "green panchayats" on a pilot basis. Each panchayat will host a 500 kW solar power plant, contributing a total of 12 MW to the state's grid. These plants will not only meet local power needs but also generate revenue by selling surplus electricity to the Himachal Pradesh Power Corporation Limited (HPPC).
   
• Financial Incentives: To encourage solar energy adoption, the state government offers a 40% subsidy for solar projects ranging from 250 kW to 2 MW. Additionally, under the self-employment scheme, financial assistance is available for projects up to 1 MW, promoting youth participation in solar energy generation.
   
• Job Creation and Gender Inclusivity: The expansion of solar power is expected to boost local economic activity by creating jobs in technical and managerial fields. Approximately 700 female apprentices will receive training under the program, promoting gender inclusivity in the energy sector and empowering women to participate in this emerging industry.
