The efforts of Lord Warren Hastings and Lord Cornwallis led to the rise of civil service. Hastings laid the foundations of civil service and Cornwallis reformed, modernised and rationalised it. Hence, he (Cornwallis) came to be known as the ‘Father of Civil Service’ in India. The Charter Act of 1833 attempted to introduce a system of open competition as the basis of selection of civil servants of the Company, and stated that the Indians should not be debarred from holding any place, office and employment under the Company. However, this provision of the Act was negated due to the opposition of the Court of Directors which wanted to continue the patronage system. The Charter Act of 1853 abolished the patronage system and introduced an open Competition system as a basis of selection and recruitment of civil servants of the Company.
