Municipalities Extension to Scheduled Areas (MESA) Act 2001 was based on recommendations of Bhuria Committee, which paved way for PESA act. The bill aimed at protecting land rights of the tribal and provides a standing committee on tribal affairs in each municipality. But the MESA , for urban tribal areas was not enacted. The Ministry of Panchayati Raj is the nodal Ministry for implementation of the provisions of PESA in the States.
The Fifth Schedule of the Constitution deals with the administration and control of Scheduled Areas as well as of Scheduled Tribes residing in any State other than the States of Assam, Meghalaya, Tripura and Mizoram. Tribal habitations in the states of Kerala, Tamil Nadu, Karnataka, West Bengal, Uttar Pradesh and Jammu & Kashmir have not been brought under the Fifth or Sixth Schedule.
