If the snow over the Tibetan Plateau does not melt, during summer in any year, then there will be weak monsoon or less rainfall in India because this will lead to high pressure conditions over tibetan plateau which is deterimental for the attraction of monsoon winds from Indian Ocean.

In normal year there is low pressure conditions over tibetan pleatau and high pressure conditions over Indian ocean and moisture laden winds start blowing from Indian ocean towards Indian Landmass and this causes rainfall over Indian Landmass.
