Section 19 of Haryana Urban (Control of Rent and Eviction) Act, 1973, Institution and disposal of applications. - (1) Where there are more than one Controller at the same place the applications shall be made to the Controller who is authorised by the appellate authority of the area concerned to entertain such applications.

(2) Such Controller shall either keep the application on his file or make over the same to some other Controller at the same place, for disposal.
