Gram Sabha means a body consisting of all persons whose names are included in the electoral rolls for the Panchayat at the village level. The term is defined in the Constitution of India under Article 243(b). As per the article, Gram Sabha exercises such powers and performs such functions at the village level as the Legislature of a State may, by law, provide.
The Gram Panchayat has a Secretary who is also the Secretary of the Gram Sabha. This person is not an elected person but is appointed by the government. The Secretary is responsible for calling the meeting of the Gram Sabha and Gram Panchayat and keeping a record of the proceedings.

Sir, kindly check, statement 1 should be incorrect. This is because the Constitution by virtue of Article 243 (b) has left it upon Legislatures of the States to delineate powers and functions of Gram Sabha. Hence the same is done by acts of State Legislature and not the Constitution.
