As per the compulsory provisions of the 73rd amendment Act to the Constitution of India
1) All the members of panchayats at the village, intermediate and district levels shall be elected directly by the people.
2) All expenditure within a Panchayat will be socially audited by the Panchayat Secretary.
3) Not less than one-third of the total number of seats will be reserved for women in PRIs.
4) All chairpersons in the Panchayati Raj Institutions (PRIs) will be nominated and appointed by the Governor of the State.

Statement 1 and 4: Only chairpersons of panchayats at the intermediate and district levels shall be elected indirectly—by and from amongst the elected members thereof. However, the chairperson of a panchayat at the village level shall be elected in such manner as the state legislature determines.
Statement 2 and 3: Also, not less than one-third of the total number of offices of chairpersons in the panchayats at each level shall be reserved for women. Expenditure is socially audited when mandated by the law or government scheme, such as MGNREGA. However, Gram Sabha is authorized to look into the financial records maintained by the Gram Panchayat.
