After the revolt of 1857, British government was desparate in finding the solution to uprising against british rule, to this idea of local government was first floated by Lord Lawrence in 1864. He stated that " The people of this country are perfectly capable of administering their own local affairs".
It was Lord Ripon who used the term ‘Local Self-Government’ in his famous Report on Local Government in India, in 1882. Under the Government of India Act 1935, when the provinces got provincial autonomy and became “governments” the term local government came to be used to denote local bodies. They consisted of nominated members and were presided over by the District Magistrates.
