Rajya Sabha :

The maximum strength of the Rajya Sabha is fi xed at 250, out of which, 238 are to be the representatives of the states and union territories and 12 are nominated by the President. The seats are allotted to the states in the Rajya Sabha on the basis of the Population.
A person must not be less than thirty years of age in the case of Rajya Sabha to become its members.
According to Representation of People Act, a person must be a registered elector for a parliamentary constituency to become a Member of Parliament. This is same in the case of both, the Rajya Sabha and the Lok Sabha.
The requirement that a candidate contesting an election to the Rajya Sabha from a particular state should be an elector in that particular state was dispensed with in 2003. In 2006, the Supreme Court upheld the constitutional validity of this change.
