- Fluorine: Highly reactive gas. Not known for reactions with starch like this.

- Bromine: Liquid at room temp and some reactivity, but doesn't cause this starch change.

- Iodine: Correct choice for the blue starch complex. Works as a starch test.

- Chlorine: Reactive, often bleaching, but doesn't cause starch to turn blue.
