Three-Stage Nuclear Programme Explained

  • Stage 1: Pressurised Heavy Water Reactors (PHWRs) use natural uranium fuel to generate power and produce plutonium (Pu-239) via spent fuel reprocessing. Heavy water acts as both coolant and moderator. India currently operates 15 PHWRs of 220 MWe and two of 540 MWe capacity.
  • Stage 2: Fast Breeder Reactors (FBRs), such as those at Kalpakkam, use plutonium-based fuel to expand nuclear capacity and convert thorium into fissile uranium (U-233). Efficient fuel reprocessing is key to this stage.
  • Stage 3: This stage leverages the Th-U233 fuel cycle using advanced reactors like the proposed Advanced Heavy Water Reactor (AHWR) and potentially molten salt reactors, to ensure sustainable long-term energy supply.

Government Initiatives to Boost Nuclear Capacity

India is ramping up nuclear power capacity from the current 8,180 MW to a target of 22,480 MW by 2031-32. This includes building ten reactors totaling 8,000 MW across states such as Gujarat, Rajasthan, Tamil Nadu, Haryana, Karnataka, and Madhya Pradesh. Pre-project activities for ten additional reactors are underway, with planned completion by 2031-32.

Further, the government has granted in-principle approval for a 6 × 1208 MW nuclear power plant in collaboration with the USA at Kovvada, Andhra Pradesh.

The Union Budget 2025-26 marks a major push for nuclear energy, targeting 100 GW capacity by 2047, reinforcing nuclear power as a core element of India’s energy transition.

Recent Advances in India’s Nuclear Sector

  • A new uranium deposit near the Jaduguda Mines extends the life of India’s oldest uranium mine by over 50 years.
  • The first two indigenous 700 MWe PHWR units at Kakrapar (KAPS-3 and 4) started commercial operations during 2023–24.
  • The Prototype Fast Breeder Reactor (PFBR-500 MWe) achieved key milestones in 2024, including sodium system commissioning and core loading.
  • NPCIL and NTPC formed a joint venture, ASHVINI, to develop and operate nuclear power plants under the Atomic Energy Act, including the planned 4 × 700 MWe PHWR project at Mahi-Banswara, Rajasthan.
