Healthcare related Schemes of Uttarakhand Government :

Atal Ayushman Uttarakhand Yojana (AAUY)  :

Uttarakhand govt. has launched Atal Ayushman Uttarakhand Yojana (AAUY) on the 94th birth anniversary of former PM Atal Bihari Vajpayee. Under this PMJAY Scheme in Uttarakhand, all the resident families will get an health insurance coverage of Rs. 5 lakh p.a. People can now avail cashless and paperless treatment (secondary & tertiary hospitalization) in any govt. or private empanelled hospitals or Health and Wellness Centers.

The state govt. has decided to implement Atal Ayushman Uttarakhand Yojana (AAUY) in a trust based mode instead of involving insurance companies. Training of Pradhan Mantri Arogya Mitras (PMAM) has also been started in the state.

U-Health Card Scheme – Insurance Cover in Uttarakhand for Govt. Employees :

Uttarakhand Govt. is planning to start the Revised U-Health Card Scheme for all the state govt. employees. Accordingly, this scheme will provide cashless health insurance to all employees and pensioners. The entire staff will be covered under this Comprehensive Health Insurance Cover which will start from 15 August 2018.

Revised U-Health Card Scheme will also resolve the issue of delay in the payment. Govt. will also cover Out Patient Department (OPD) in this scheme so that more number of hospitals appears in the List of Empanelled Hospitals under this scheme

U-Health Card Scheme for govt. employees was firstly launched on 25 October 2010. At that time, this health insurance scheme was optional for employees. But this time, it will be a major success with enhanced coverage.

The important features and highlights of this scheme are as follows:-

• Employee Organization demands for inclusion of OPDs Fees in this Revised U-Health Card Insurance Scheme.
• All the representatives of employees will be included in the steering committee of Comprehensive Health Assurance Scheme.
• Under the U Health Card Scheme, all the cardholders along with their families will get unlimited cashless medical reimbursement in the empanelled hospitals.
• Revised U-Health Insurance Coverage will provide cashless benefits to all employees and pensioners in all empanelled govt. and private hospitals.
• Mismanagement and other payment issues will get resolved.

Till date, there are only few empaneled hospitals in Uttarakhand. In addition, 2 more empanelled hospitals are located in National Capital Region (NCR) – Medanta Medicity Gurugram and National Heart Institute New Delhi.

Vaishnavi Suraksha Yojana:

The state government of Uttarakhand is going to launch Vaishnavi Suraksha Yojana under the Beti Bachao – Beti Campaign. Under this scheme, every family who sends a selfie with the newborn daughter will get the Vaishnavi kit for the newborn baby.

The Vaishnavi kit which will be provided under the Vaishnavi Yojana includes many items of the immediate use of the daughter. In addition, the government will also send congratulatory messages to that family at the same time. The Vaishnavi Suraksha Yojana would be operated by Department for Women and Child Development, Uttarakhand.

Under the Vaishnavi Suraksha Yojana, the family of beneficiary will be given Vaishnavi card which will be linked to various existing schemes. Apart from this, the parents will get insurance cover under the same scheme.

Highlights of Vaishnavi Suraksha Yojana : 

• The beneficiary will get all assistance from nearby government hospital or the ANM and Anganwadi workers within 24 hours.
• The Women and Child Development Department will release the toll free number on which family members can send their selfies with new born daughter.
• The Chief Minister and the Departmental Minister will reach on the phone to congratulate the beneficiary family.
• Moreover, an Anganwadi worker will then give a Vaishnavi kit and new clothes to the beneficiary family.

As per notification, arrangements will be made to tackle the problems of the neonatal vaccination. Upon calling the toll free number the doctor or ANM will reach to the beneficiary as soon as possible. All the contours of the scheme have been finalized and it will be officially launched very soon.

Mukhyamantri Swasthya Bima Yojana (MSBY) :

Mukhyamantri Swasthya Bima Yojana (MSBY) is an health insurance scheme by the state government of Uttarakhand. The scheme was launched in April 2015 and is now benefiting at least 48 Lakh families in the state. The government is providing a health insurance coverage upto Rs.30,000 to all the left out families not covered under Rashtriya Swasthya Bima Yojana.

The main objective of the scheme is to improve the Affordability, Availability and Accessibility of quality health care services to every citizen of the state. The scheme has been started to cover all the families against the health spending leading to poverty.

The scheme aims to broaden the access and availability of health care services and the presence of a large private health sector in the state for all the families.

Features of Mukhyamantri Swasthya Bima Yojana :

• Effective and affordable family care to the entire population.
• Over 790 medical procedures and diagnostic services covered under the scheme.
• Extension of tertiary care to poor people of rural areas.
• About 770 Government and Private hospitals empaneled to provide cashless treatment under MSBY.
• Ensure access and quality of service to those with no influence or voice.
• Protecting the poor from becoming poorer resulting from medical expenditure.
• Freedom to choose from multiple Govt and private health service providers.
• Involvement of community in rural health care for increasing accountability.

Mukhyamantri Swasthya Bima Yojana Card :

Under the Mukhyamantri Swasthya Bima Yojana, a Bio-Metric smart card is issued to each family. The smart card can be used at any of the empaneled hospitals for treatment. Health insurance benefits of Rs. 30,000 per family per annum on a family floater basis (upto 5 members) are being provided under the scheme.
