Statement 1 is correct. On 2nd September 1946, the Interim Government of India was formed. This temporary government was formed from the Constituent Assembly of India (which was then newly elected). This government was led by Jawaharlal Nehru. The Constituent Assembly had its first meeting on December 9, 1946. It passed the "Objectives Resolution" drafted by J. L. Nehru stating the ideals of an independent sovereign republic with autonomous units, adequate minority safeguards and social, political and economic democracy. This Resolution was unanimously adopted by the Assembly on January 22, 1947. It influenced the eventual shaping of the constitution through all its subsequent stages. Its modified version forms the Preamble of the present Constitution.
