West Bengal becomes second state in the country to launch Government Receipt Portal System (GRIPS)

The Finance Department with the support of National Informatics Centre (NIC) developed a Central e-receipt Portal known as Government Receipt Portal System (GRIPS) for online and offline submission of all Tax, Non-Tax revenue and other deposits made to the State Government.

  • Acceptance of payments from the taxpayers/depositors of all types of payments or deposits relating to any Department of the State Government will be routed through this Centntlized Portal of the Finance Department (GRIPS) for instant credit to the State Exchequer, better reconciliation and taxpayers and depositors conveniences.

SIGNIFICANT FEATURES OF THE NEW SYSTEM :

  • West Bengal is the second state in the country to launch central portal for receipt of all state government tax, non-tax revenue and other dues.
  • A centralized e-Portal would be available in the Finance Department's website at www.wbfm.nic.in for taxpayers/depositors to deposit all types of State Government dues/taxes/fees, etc.
  • In the system, the taxpayers/ citizen will now be able to make online and offline payment of all Taxes, Non-Tax revenue and fees.
  • Offiine payments through Cash, Cheque, Draft etc. at Bank counters to be credited to the State Government's Accounts in electronic challans generated through GRIPS.
  • Facility for electronic payment will be available through Debit Cards of authorized Banks.
  • Proper in-built validations for the head of account resulting in booking of receipts in absolutely correct heads.
  • Faster credit of receipts into the Government account.
  • Single Banking transaction to account for multiple Government payments like VAT, CST, Entry Tax, Excise Duty, Motor Vehicle Tax, Property Registration Fee, Land Revenue, Profession Tax, etc. under different accounting heads.
  • Complete data transmission by the Banks to the e-Treasury and other Departments.
  • Single source reporting and accounting through the Reserve Bank of India, Kolkata and e-Treasury.

THE STATE HAS ALREADY ACHIEVED :

  • e- Registration under Value Added Tax (VAT) and Central Sales Tax (CST) Acts. Dematerialization of Registration Certificates. No hearing at the time of the registration.
  • Electronic Returns made mandatory under Sales Tax Acts and VAT Act. All dealers now filing e-returns.
  • Delegation of enhanced financial powers to the Administrative Heads.
  • Introduction of Financial Adviser System in six key departments of thc State Government.
  • Introduction of decentralized Drawing &. Disbursing Offices.
  • Introduction of Decentralized Dispatch in place of Centralized System.
  • Payment of Salaries of the Government employees Electronic Clearing System (ECS).
  • Payment of VAT Refund and assistance under Industrial Promotion Assistance Scheme through Electronic Clearing System (ECS).
