Explanation:

A Parliament Secretary is similar to a Minister of State who assists a Minister in his or her duties. They come next to cabinet ministers and ministers of state in the hierarchy of ministerial executive. Recently there was a controversy over the 21 AAP MLAs who were appointed Parliamentary Secretaries to Ministers of the Delhi government. It raises the issue whether they should be considered as ministers, and if so, should the cap of 15% for the size of council of ministers should apply to them.
