Quota roster system to pick mayors in Punjab notified

The much-awaited ‘roster system’ for reservation of SC, BC and women candidates to be elected as mayors in eight municipal corporations and presidents in 109 municipal councils and nagar panchayats was notified. The elections to the civic bodies were held in February.
As per the orders issued by the Director, Local Government, under the “The Punjab Reservation for the Offices of Mayors of Municipal Corporations Rules 2017”, the post of mayor in the Hoshiarpur Municipal Corporation had been reserved for an SC candidate. The other seven corporations of Abohar, Batala, Kapurthala, Bathinda, Moga, Pathankot and SAS Nagar had been kept for general category candidates.
Similarly, as per the “The Determination of the number of Elected Members and Reservation of Offices of President of Municipalities Rules, 1994” for municipal councils and nagar panchayats, the posts of president in Khanna, Morinda, Mukerian, Kot Fatta and Kot Ise Khan civic bodies had been reserved for SC candidates.
The Kharar, Nayagaon, Nurmahal, Longowal and Kot Shamir civic bodies had been reserved for women (both general and SC) and the civic bodies of Kotkapura, Patran and Lehra Mohabat had been reserved for Backward Class candidates. The remaining municipal councils and nagar panchayats are for general category candidates.
Some party MLAs are annoyed as they would not be able to appoint their choice of candidate as mayors and presidents since the government had decided to adopt the roster system for reservation, adopted in the 2015 and 2017 civic body polls. With the notification, the entire process to elect the mayors, presidents and other office-bearers has to be completed within 14 days.
