    In order to curb the extremist activities, the government passed Rowlatt Act in March 1919 despite opposition from every single Indian member of Central Legislative Council. Rowlatt Act aimed to examine revolutionary activities between 1903 and 1918. This act provided for detaining and imprisioning any person without trial or conviction in a court of law. Madan Mohan Malaviya and Muhammad Ali Jinnah resigned from the Imperial legislative council in protest against the act.
