Balasingham Nadesan was its head throughout its existence, although he was promoted as the head of political wing in November 2008. As police chief, Nadesan oversaw the building of new police stations in the East following the 2002 Ceasefire Agreement. LTTE Police Headquarters was situated in Kilinochchi town.
