Initially , let e be the expenditure , p be price and c be the consumption.
e = p x c
Now , p is increased by 28% and expenditure can only be increased by 22 %. Let c' be the new consumption.
1.22 e =1.28 p x c'
c' = 95.31%
So , consumption should be decreased by 4.68%.
So , the answer would be option b)4.7%.
