Explanation:

B travels to the end and returns and meets A after 1 km. So, A has travelled 1 km less than 4.5km while B travelled 1 km more than 4.5km.
A travel: 4.5–1=3.5km
B travel: 4.5+1=5.5km
If speed of A is 18mins/km then total time travelled by A : 3.5×18=63mins
Since B started 3 mins earlier, Total time travelled by B is 66mins.
So, B's speed: 66mins/5.5km=12mins/km.
