What is the primary motivation behind moves towards an EU common foreign policy?
Suspicion of the US.
The need (and opportunity) for the EU to adopt a more coordinated approach to foreign policy after the end of the Cold War.
A desire to compensate for the lack of unity among EU states in domestic matters
To give the EU powers which are characteristic of a federal superstate.
Some proponents of a common EU foreign policy are suspicious of the US, but that emotion is not the main factor behind moves to establish such a policy (answer a). Far from making slow progress in matters of domestic policy (answer c), the EU has taken significant steps in this respect since the mid-1980s. Eurosceptics tend to attribute every new policy development as a move towards a 'federal superstate' (answer d), but it is possible to support the idea of a common foreign policy while continuing to believe that Europe should remain as a close alliance between sovereign states.
