Far from believing that democracy was 'inevitable' , Aristotle thought that it was an inherently unstable form of government which easily lapsed into mob-rule. When Aristotle discussed democracy the obvious model in his mind was that of ancient Athens, where citizens had represented themselves rather than electing representatives by any system of voting. Finally, although Aristotle agreed that aristocratic rule was vulnerable to corruption, when it did so it became a different form of government - oligarchy. Instead of saying that aristocracy was always corrupt, Aristotle argued that it could provide government in the interests of all until it became corrupt
