Because it may lead to military action by individual states without UN approval.
Because it may lead to UN intervention in the internal affairs of all states
Because some developing countries are suspicious of what appears to be the granting of a licence to Western developed states to intervene in their affairs
Because individual sovereignty may become more important than national sovereignty.
Even though the UN has been more ready to intervene within states, state sovereignty and non-intervention remain important.
