There was a shortage of industrial workers
Stalin set very high quotas for industry
Regarding industry, Stalin made a series of Flve-Year Plans which aimed to modernize the Soviet Union, as it lagged behind other European countries. The plan looked to produce raw materials such as coal and iron, and extend railway lines, electricity, and communication networks. Production from factories increased, but they never met the Impossible quotas that Stalin set out to achieve.
