    Explanation:

    Two Delegates will sit together. So there are 19 objects to be arranged.

    In Circular Permutation, The number of ways to arrange objects = (n - 1)!

    So they can be arranged in (19 - 1)! = 18! ways.

    And they two are further arranged in 2! ways themselves. 

    Hence total no. of ways = 18! * 2! = 2 * 18!
