Read the following passage carefully and answer the questions that follows.
Apropos the article 'Children of a Lesser God' by PK Arun (HT March 28) in the context of the "Public hearing on child labour, organised by the campaign against child labour? It is obvious that more heat than light has been generated on the issue of child labour. One has to find out as to why children are forced to work as labourers. Is it by choice or compulsion? Leaving aside bonded labour, none will like his/her children to work as labourers. All would like their children to attend school and be educated. And ultimately, it is for the children to pursue studies and not run away from schooL However, more often than not, most of the children working as labour in towns and cities are school dropouts because they have found study to be too difficult. I have come across many children, who are unwilling to study despite being provided free tuitions. They consider studying to be the most difficult work They repent only when it is too late. After all, one can take a child to school, but can not force him to study. The government is guilty only to the extent that it has failed to provide free and compulsory education to all children between the ages of 6 and 14 years and provide suitable facilities within walking distance of all families. Providing free meals to children has also not succeeded. In case the children do not study and are not gainfully employed, they become vagabonds and indulge in anti-social activities, thereby becoming a problem for the family and for society. Under these circumstances, it is better for the children to be employed Le. occupied in their traditional profession or at some other place.
