Read the passage and answer the following question: There has been a manifold increase in the occurrence of natural disasters and extreme events and related threat to life and property in India. These disasters are caused either by climatic events such as cyclone, flood and drought or by geological phenomena like earthquakes and landslides. The intensity and duration of disasters vary over space and time. The occurrences and magnitudes of many natural disasters are often unpredictable and vary over space-time domains. It is imperative to have a disaster management plan prepared for such events at any time. In order to be prepared for any kind of natural disaster in an area, it is essential to understand the vulnerability of the area to different kinds of disasters and their possible magnitude. Widespread apathy exists towards natural hazards and disasters until the time that one actually occurs. National development is often retarded or even brought to a standstill as and when an intensive or extensive disaster occurs. All these have led to a resolution in the General Assembly of the United Nations in 1989 related to natural disaster reduction. The areas included under this resolution are earthquakes, eruptions of volcanoes, tsunamis, landslides, floods, storms, wildfires and drought.
