Some residents of a municipal area filed a criminal complaint against the Municipal Board that the Board was not fulfilling its obligations of providing basic amenities like public latrines, water supply, scavenging services and removal of rubbish on the streets, although the Board had realised municipal taxes from the public.  The Municipal Board pleaded lack of funds to meet necessary expenses.
