What steps  shall a Magistrate take in the following situations:

The General Manager of a factory is gheraoed by a  large number of factory workers, who have locked  his office, surrounded the entire building, shouting provocative slogans and are bent upon causing severe damage to the property of the factory.  The Sub-Divisional Magistrate arrived on the scene with police force, orders for dispersal and the order was pronounced on a loudspeaker but in vain. The Magistrate apprehended great loss of life and property.
