Context: Recently, the President of India presented the “Bhoomi Samman” 2023 at a function organised by the Union Ministry of Rural Development in New Delhi.

About the Bhoomi Samman 2023

• The Bhoomi Samman 2023 awards were received by State Secretaries and District Collectors along with their teams who have excelled in achieving saturation of the core components of Digital India Land Records Modernization Programme (DILRMP).

• DILRMP aims to digitize and modernize land records and develop a centralised land record management system.

Key facts about DILRMP

• It is a central sector scheme being implemented by the Department of Land Resources under the Ministry of Rural Development.

• Aim: It attempts to build upon the commonalities that exist in the arena of land records in various States to develop an appropriate Integrated Land Information Management System (ILIMS) across the country.

• The ILIMS integrates all the processes and lands records databases with the banks, financial institutions, circle rates, Registration Offices and other sectors.

• Major components: Computerization of land records, Survey/re-survey, Computerization of Registration.

Advantages of digitization of land records

• The modernization and digitization of land records would help in proper implementation of welfare schemes.

• It would also help in case of loss of documents due to calamities like flood and fire. 

Other key facts

• Under the Digital India Land Information Management System, a Unique Land Parcel Identification Number is being provided which could be useful for Aadhaar Card.

• This number would help in making proper use of the lands.

• Linking of E-Courts with land records and registration data-base would curb unethical and illegal activities related to land.
