Uttarakhand Right To Service Commission :
The Government of Uttarakhand in exercise of powers conferred by the Section-12 and 13 of The Uttarakhand Right to Service Act (URTS Act), 2011 (Uttarakhand Act No. 20 of 2011) has constituted a Commission, comprising of the Chief Commissioner and two Commissioners. A Notification No. 164/ XLIII(I)/ 14-20(01)/2014 dated 13 March 2014 of this effect has been issued by the Suraj, Bhrastachaar Unmoolan & Janseva Section of the Uttarakhand Government. The Commission is a body corporate having its office at Dehradun. The Chief Commissioner of the Commission is entrusted with the powers of general superintendence and direction in the conduct of affairs of the Commission. The Commission primarily has to ensure proper implementation of the URTS Act and make suggestions to the State Government for ensuring better delivery of services.
There are 217 Services of 22 Departments notified so far. However, it is one of the objectives of the Commission to make recommendations to the Government for notifying additional Services.

Functions :
Few important functions of the Commission are identified in Section-17 of the URTS Act, 2011 as follows:
1. Entertain and dispose of Revisions.
2· Take suo moto notice of failure to deliver service and refer such Complaints for disposal.
3· Carry out inspections of Offices and Appellate Authorities.
4· Recommend departmental action against personnel failing in delivering the requisite service(s).
5· Recommend changes in delivery procedures to make them easier and more transparent.
6· Recommend required additional notifications, and/or modify the existing ones, to the State Government.
7· May suo moto initiate an inquiry on the matter arising out of the provisions in the URTS Act, 2011.
Powers :
When inquiring into any matter the Commission shall exercise powers as vested in a Civil Court while trying a suit under the Code of Civil Procedure, 1908. The important powers, thus, entrusted to the Commission are:
1· Summoning, enforcing the personal attendance, compelling for oral or written evidence on oath and producing documents or things
2· Inspection and discovery of documents
3· Receiving evidences on affidavits;
4· Requisitioning any public records or copies;
5· Issuing summons for examination of witnesses or documents.
