Uttarakhand Government Schemes and initiatives for Women Development :
Uttarakhand Women Integrated Development Scheme :
The Uttarakhand Women Integrated Development scheme is being conducted under Women and Child Development Society constituted in the department in the year 2002 under Society Registration Act, 1860. Objectives To reduce the workload in daily life of women. Sensitiveness towards gender discrimination and change of attitude. To develop decision making capacity in women. To create understanding amongst women on Panchayati Raj System. Women self-employment. To reduce the work load of women, make them self-reliant, proposals are invited under this scheme through advertisements in newspapers from self-servicing institutions, government/semi-government organisations, cooperative societies, selfhelp groups financed by banks, municipal bodies, district/region/gram panchayats, public undertakings, colleges and universities and research and investigation institutes etc. State level committee makes the screening and approval of proposals received. Under this scheme there are several projects of 54 self-servicing organisations of Women Empowerment working at present.
Nirbhaya Scheme :
Effective efforts will be made to help the victims while taking action to prevent crime against women under this scheme. Committee has been constituted under the chairmanship of DM under the scheme at the district level. The committee will take action against the culprits with hearing of cases related to women crime.
Nirbhaya scheme has started for quick and effective action against women for rape, sexual abuse, molestation of women at work place and cases of domestic violence. The cell has also been formed at the district level in this scheme. The counselor will assist the victim in the cell and counseling the senior lady advocate in the cell.
Working Women Hostel :
In compliance of announcement of hon’ble Chief Minister, working women hostels are being established in all districts that is to be financed by state government. The construction of building has been completed in Pauri district. In Udham Singh Nagar also the provision has been made for building. A committee has been set up under Chairmanship of District Magistrate to conduct the workingwomen hostel.
Compulsory Registration of Marriage :
The compulsory registration of marriage Act was applied in the year 2010- 2011 by the state government in compliance of directions of hon’ble Supreme Court. The rules are being finalized.
Mukhya Mantri Satat Ajivika Yojana :
To provide employment for women, state government of Uttarakhand has launched Mukhya Mantri Satat Ajivika Yojana. The main purpose of this scheme is to provide employment, skill training to poor, widows, economically backword women and young girls. During the training period the government also distribute scholarship of Rs. 1000 and one time grant of Rs. 50,000 after completion of skill training in Uttarakhand.
Tilu Rauteli Award :
Under this scheme, which is named after Tilu Rauteli, the heroic women of Uttarakhand, one women or an adolescent girl, who has made a special achievement in any particular area, is awarded an amount of Rs.10,000/- and a citation.
Prohibition of Dowry Act :
District Program officer has been nominated as – “Dowry Prohibition officer” at district level for implementation of Prohibition of Dowry Act, 1961 by letter no. 1730/XVII (2)/2010 dated 12 August, 2010 of Women Empowerment and Child Development Department.
Sexual Harassment at Workplace :
In compliance of Order dated 13 August, 1997 passed hon’ble High Court Vishakha versus State of Rajasthan and others, the committees have been constituted as under where minimum 50 percent representation has been given to women: - (1) Sexual harassment grievance redressal committee at indoor work place in district level offices of all departments/Private institutions/self-servicing organisations (where more than five women employees are working). (2) First Appellate committee under the Chairmanship of District Magistrate at district level. (3) Grievance Redressal Committee at Head of the Department level. (4) State level grievance redressal committee under Chairmanship of a senior most IAS women officer working at State level.
Uttarakhand State Women Commission :
To stop the harassment of women, to remove any type of discrimination of women and to bring quality in their life by their overall empowerment, the State Government has constituted the State Women Commission on 9th October, 2003. Uttarakhand is the 21st State to constitute the Women Commission. Keeping in mind, the special geographic condition of the state, it has been decentralized. A representation of minimum one member has been given from each district so that the problem of women is solved rapidly and easily at local level. The commission has one Chairman, two Vice Chairmanship and a Secretary.
Nanda Gaura Scheme :
Uttarakhand Government has released the latest Nanda Gaura Yojana for the welfare of girls in the state. The main aim of the scheme is to increase the sex ratio in the state. Uttarakhand is one of the states, where the sex ratio is in a very poor situation. Thus, the new government will take this initiative to get rid of this issue. According to the Nanda Gaura Scheme 2018, the government will provide the financial assistance on the birth of the girl child. The financial help will be given to the parents of the girl child. To avail, the benefit of this scheme applicant should have the residence of Uttarakhand State.
