Smart village initiative, Rajasthan : India will become Smart when its villages become Smart. 

Introduction :

The Hon’ble Governor of Rajasthan has taken up the initiative of adoption of a village by every State University in Rajasthan for developing Smart Village with the purpose of ensuring that it becomes a model village where all the schemes of Central Government and State Government are effectively implemented and dovetailed with innovative projects initiated by respective universities. 

Objective:

Improving the quality of life of all sections of community, provide basic civic amenities for improvement of livelihood opportunities and increase in productivity.  

Approach:

In order to make the “Smart Village Initiative” effective, the following Work Plan for the Universities has been decided after approval of the Hon’ble Governor:

 Phase-I

  Universities can initiate engagement with adopted villages, using the actionable and aspirational ideas suggested at Annexure-1 (based on the Sansad Adarsh Gram Yojana).

Phase-II

Universities to conduct a baseline survey for preparing an action plan.  

Phase-III

Based on their survey / analysis, Universities can take up innovative projects as per domain knowledge and expertise.

Strategy adopted :

1.Government of Rajasthan issued directions to District Collectors for providing necessary support for the success of the “Smart Village Initiative”.

2. Co-ordination committee set up under the Chairmanship of the Vice Chancellor with representatives of District Administration, District Police, District Level Officers of various departments and Sarpanch as members.

3. Nodal Officer from the University appointed for every adopted village to visit the village at least once a month to review the progress of the initiative.

Monitoring :

A monthly report from all the universities is received in a checklist / monitoring format developed by the Governor’s Secretariat. The progress is reviewed in the meeting of the Vice Chancellors’ Coordination Committee.

Activities done under ‘Smart Village Initiative’ which are adopted by institutions:

Rajasthan University of Health Sciences, Jaipur :

• The Vice Chancellor has personally contributed Rs.1.30 lac for construction of Toilets in the village.
• Construction of two additional class rooms with the cooperation of Nursing College and one smart class-room with cooperation of Dental college at Government Higher Primary School, Ajmeripura.
• Two R.O. plants installed (one in school and one in Village) with the Cooperation of Pharmacy College .
• 40 Solar Street lights under  Corporate Social Responsibility.
• E-Health Initiative-  Health APP with the Cooperation of Community Medicine Department, RUHS, Jaipur.
• Rs.5.50 lac contributed by University for construction of Multi Purpose Centre in the village.
• Walls and houses of village painted with pink color.

Jai Narayan Vyas University, Jodhpur :

• Door to door garbage collection by vehicle provided under Swachha Bharat Abhiyaan.
•  Distribution of 13 sewing Machines by University under women empowerment.

Maharshi Dayanand Saraswati University, Ajmer :

• 11 Green Boards installed in Government Secondary School.
• 32 LED Monitors with audio device installed in Government Secondary School for monitoring 11 class- rooms.
• Fans, tubelights, bulbs, powerpoints, meter and cable etc. fitted in Aagan Bari Centre of the village.
• Walls and houses of village painted with pink color.

Rajasthan Veterinary  and Animal Sciences University, Bikaner  :

• Constructed Library and provided Books for enrichment of knowledge.
• Established an animal check-up centre in the village for animal treatment, vaccination and breed improvement.
• Installed computer in the village under e-initiatives.
• Documentary film ‘Anookhi Sarat’ developed by University for spreading awareness to prevent Child Marriage System.

Maharaja Ganga Singh University, Bikaner :

• Provided 4 computers with printers to the School in village.

Vardhman Mahaveer Open University, Kota :

• Infrastructural development, e-initiative, Literacy programmes taken up by university.
• University provided 10 fans and 4 computers with one trainer in the school of the village.

Agriculture University, Jodhpur :

• Open defecation free village under Swachha Bharat Abhiyan
