In a bid to achieve 100 percent institutional deliveries in the state, Haryana Government has launched “zero home delivery campaign” in the state.

Facts :

• Haryana Government launched Zero Home Delivery Campaign to reduce infant mortality due to babies delivered at homes instead of hospitals.
• During this campaign every home delivery is being tracked, reviewed with root cause analysis and corrective and preventive action were taken.
• Haryana Government has also initiated Deen Dayal Navjat Shishu Suraksha Yojana to provide the new born baby kits to all the beneficiaries delivering in public health institutions.
• The scheme is launched on the birth anniversary of RSS leader Pt. Deen Dayal Upadhyaya who was orphan at the age of eight.
• This scheme is in sync with the state’s commitment to reduce the neonatal and child mortality to achieve Sustainable Development Goal (SDG).
• The scheme would provide benefit to about 2.9 lakhs newborns delivered in the public healthcare institutions and cost the state about Rs 32.09 crore annually. This initiative would help the state in reducing the neonatal, infant, child and maternal mortality rate.
• This SDG aims at ending preventable deaths of newborns and children under five years of age, reducing neonatal mortality to at least as low as 12 per 1,000 live births, and under-5 mortality to at least as low as 25 per 1,000 live births by 2030.
• High risk pregnancy management policy and portal of Haryana had been appreciated by Centre and had been selected as “best practice” for presentation in conference of 115 backward districts.
• Also, urban primary health centre (U-PHC), Krishna Nagar Gamri, Kurukshetra is the first U-PHC in India which had been quality certified in National Quality Assurance Standard (NQAS). So far, eleven facilities in Haryana have been nationally certified as per NAQS.

Analysis :

• At present, the neonatal mortality rate (NMR) and under- five mortality rate in Haryana is 24 and 43 per thousand live births, respectively.
• After the launch of “zero home delivery campaign” there is increase in institutional deliveries to 91.1 percent with marked increase witness in Sirsa, Palwal,Mahendergarh, Kaithal, Jind, Hisar, Fatehabad, Nuh and Bhiwani districts.
• Haryana has improved significantly in the field of healthcare, reflected in improvement in various healthcare indicators in 2015 as compared to 2005. Under National Urban Health Mission, 1756 special outreach camps have been organised till March 2018 and 1, 90,332 patients have availed the services in these camps.
• As per the health indicators, the under-five mortality rate (U5MR), which was 43 deaths per 1,000 live births in 2015, decreased to 37 deaths per 1,000 live births with remarkable six points dip as per Sample Registration System 2016.
• Similarly, IMR, which was 36 deaths per 1,000 live births in 2015, decreased to 33, Neonatal Mortality Rate (NMR), which was 24 deaths per 1,000 live births in 2015, decreased to 22, and Maternal Mortality Rate (MMR), which was 146 per 1,00,000 live births in 2015, decreased to 127 as per Sample Registration System 2011-13.
