The government of india has initiated the national e governance plan(negp) for increased transparency, efficiency and effectiveness in delivery of citizen services. Negp envisages estbablishing institutional framework for implementation of e- governance initiatives in the state in a coherent manner with consistent strategies for cost optimization and integration. on the same analogy, the government of himachal pradesh is determined to use information technology to usher in an era of e- governance aimed at simplifying processes, bringing in transparency, accountability, providing need based, quality and timely information to all the citizens of the state. Towards implementing this goal, the gov. has implemented or in the process of implementation of several e- governance initiatives in various department of the state : 1.INFRASTRUCTURE : HIMSWAN: Under National e-Governance Plan (NeGP), State Wide Area Network (SWAN) has been identified as an element of the core infrastructure for supporting various e-Governance initiatives. The scope of project is to provide connectivity to Government Offices and Integrated Community Service Centres at State, District, Sub-Divisional, Tehsil and Block headquarters in Himachal Pradesh. HIMSWAN has been designed in such a way that it is expandable in future vertically (i.e. down to the Panchayat/ Village level) to cover Common Service Centres (CSCs) and horizontally (i.e. all offices/ locations within the same location). The Department of IT, Himachal Pradesh has designated Society for Promotion of IT and e-Governance (SITEG) (Society for Promotion of IT and E-Governance (SITEG))as the implementing agency. The State Government through its agency will act as facilitator for implementing the project and subsequently provide horizontal connectivity to various Government Departments. Besides providing policy, regulatory and other support, State will provide site for HIMSWAN PoPs ( point of presence ) and identify the applications to be deployed over SWAN. Government of India will release funds to SITEG for the whole project (as per MIT guidelines) for a period of five years
Aryabhatta Geo-Informatics and Space Applications Centre, Bemloi, Shimla (AGiSAC) Aryabhatta Geo-Informatics and Space Applications Centre (AGiSAC), to carry digital planning of the state under the supervision of Department of Science, Technology and Environment, on the analogy of Bhaskaracharya Institute of Space Applications and Geo-Informatics (BISAG). • Directly linked with common man departments of Revenue, Forest, Education, Health, Agriculture, Horticulture, Panchayati Raj and Rural Development would be taken up under the project in the first stage, which would be carrying digitization of their records to make the same transparent and available to the people on internet.
LOK MITRA KENDRA The common service centre(csc) scheme popularly known as lokmitra kendra project in H.P. aims to establish 3366 e- governance centre at panchyat level in the state. The scheme as approved by the government of India, envisions CSCs as the front end delivery points for governance, private and social sector services to rural citizens of India, in an integrated manner. centres are established under the public private partnership (ppp).
2. LEGISLATION IT POLICY OF HP: Recognising the enormous potential of IT, the Himachal Pradesh Government has chalked out a multi-pronged strategy to herald the benefits of this technology for its citizens and for the State as a whole. Accordingly, the State Government has created an IT friendly environment for integrated participation by all in the development process of the new digital economy. This journey into the information age has brought improvement in the quality of every aspect of human life, emergence of a competitive society and a vibrant economy of new age technologies through transparent governing systems, sound infrastructure and skilled human resources. The aspirations of the IT policy of Himachal Pradesh are based on 6 E’s i.e. Education, Employment, Entrepreneurship, Electronic Governance, Economy and Equality CYBER LAWS: HIMACHAL PRADESH is committed to ensuring that the overall local regime is in cosonance with the requirements of transactions and transactions in the electronic medium .To protect the data from cyber attacks state gov is planning to make to cyber force to monitor and control checks on all departments . state is also collaborating with CERT ( computer emergency response team ) and with cdac (Centre for Development of Advanced Computing (CDAC). 3. APPLICATIONS OF E- GOVERNANCE E- TOURISM: E TOURISM PORTAL : TOo provide on line reservation system for hotels, air, road and rail transportation. cyber casting of major events in the state of himachal pradesh. making the portal e- commerce enabled and selling local handicrafts, agriculture/ horticulture and industry products through website. Health : telemedicine which provide online checkups, prescribe medicines by specialists. this is major breakthrough to provide services to far flung areas in state such as tribal and backward areas. Telemonitoring of diseases at state level to achieve higher strandard of public is also being implemented. Good governance : e- vidhansabha where due to this paper work is reduced and become more environment friendly state and lead to ease of doing buisness. HP vidhan sabha become India's first ever high tech legislative assembly. Technology park : state gov.. setup software technology park in shimla to provide emloyment to it skilled manpower in the state and facilitated the growth of IT all over the state. the state gov. also is in processing of building of a hi- tech city at wakhnaghat near shimla . project Bhoomi: to enable the online records of land data to enhance the tranparency and citizen can also see their land records. it will be helpful to redress the issue of lands measuring that dgta cannot be changed like many time happens in paper records.
