When has Haryana Government implemented the Centrally Sponsored Command Area Development (CAD) Programme in the state ?

Command Area Development Authority (CADA), Haryana has been implementing the Centrally Sponsored Command Area Development (CAD) Programme initiated by the Government of India in 1974-75 for systematic development and management of command areas of irrigation projects; improving utilization of irrigation potential and optimizing agricultural productivity and production from the irrigated areas by integrating all functions related with irrigated agriculture.The Command Area Development Programme is an integrated area development approach towards the command areas of major and medium irrigation projects in the country. The programme is aimed at bridging the gap between the irrigation potential created(IPC) and actually utilized by linking the canal outlets to the field gates (also called naka) through a network of field channels (watercourses) and other related activities for optimum production.
Government of India has decided for taking up Command Area Development and Water Management (CADWM) works through a new scheme of Incentivisation for Bridging Gap between Irrigation Potential Created (IPC) and Irrigation Potential Utilized (IPU). Accordingly a new scheme is being formulated by the Ministry of Water Resources, River Development and Ganga Rejuvenation with the aims of completion of CADWM works with correction of system deficiencies in canal network for bridging the gap between IPC and IPU; (ii) Improving the water use efficiency in irrigation and providing assured supply of water to each farm field; and (iii) transfer of control and management of irrigation system to the Water Users’ Association. The ongoing CADWM projects of Haryana have also been included in 185 projects (other than 99 prioritized projects) where CAD works remain incomplete.
