Capt Amrinder Singh formally inagurates District Bureaus of Employment and Enterprises in Ludhiana and also launches a PSDM Citizen Centric Bi-Lingual Portal and Mobile Application.

Facts :

• Taking his government’s flagship programme ‘Ghar Ghar Rozgaar’ a step further, Punjab chief minister Captain Amarinder Singh inaugurated District Bureau of Employment and Enterprises (DBEE) in Ludhiana.
• The bureau would enable eligible job-seekers to be gainfully placed, besides facilitating enterprising youth towards self-employment ventures.
• It would also help strengthen the infrastructure of employment generation across Punjab as these state-of-the-art bureaux were inaugurated simultaneously across districts and have replaced the archaic employment exchanges.
• Under another initiative, Timesjobs (a sister concern of the TOI), has partnered with the Punjab government’s initiative of ‘Ghar Ghar Rozgaar’ and a kiosk was set up by the company at DBEE office.
• At the stall, the Timesjobs team, led by national head Nishit Kumar, counselled the job-seekers on how to update and upload their resumes on this leading employment portal and choose from more than three lakh jobs.
• Accompanied by his cabinet colleagues, MLAs and officials, Amarinder interacted with the team and showed his key interest in knowing about the initiative of Timesjobs for the welfare of Punjab youth.
• With the hi-tech facilities at their disposal, these bureaux would also guide entrepreneurs to set up their ventures.
• The CM also launched a citizen-centric bilingual portal website and an android mobile application under Punjab Skill Development Mission (PSDM).
• The portal and the app are fully equipped with options, information and interactive features to further improve citizen-government interface through e-governance.
• The online portal would go a long way in ensuring prompt delivery of public services in an efficacious manner on one hand and make governance more transparent and accountable on the other.
• The portal would also be beneficial in enhancing the ambit of skill development schemes.

Analysis :

• Lauding the efforts of the department of employment generation and training, Amarinder said the new bureaux would prove to be a milestone in assisting the unemployed youth get job opportunities in government, public and private sectors.
• The object of the online platform was to streamline the office processes and systems for improved performance in service delivery and extend the outreach of skill development schemes.
• Keeping pace with emerging technologies and changing needs of the youth, the portal would be synced with the social media accounts (Facebook, Twitter, Instagram) of the Skill Development Mission to enable the youth for seeking requisite information for various skill training programmes initiated by the mission in collaboration with training partners.
• For the convenience of the youth, these online tools would help in selecting the location of the nearest Training Centre, listed district wise and TP Wise.
• There are at present more than 150 Training Centres across the state. The list of the empanelled TPs arranged district wise and details of schemes being implemented by them is also available on the online platform.
• Currently, there are over 130 TPs in the state. All the users/candidates can also be digitally notified about the Rozgar/Job melas and initiation of various courses in the district through this portal.

State Roadmap for Skill Development :

Punjab Skill Development Mission :

• A national Skill development policy was launched in 2009 with the aim of skilling 500 million youth by 2022. Under the national plan, the Punjab state aims to skill over 2 lakh youth in Punjab.
• To achieve this noble goal and provide employable skills to youth of Punjab state, the Punjab Skill Development Mission has been constituted in line with National Skill Development Policy.
• The Governor of Punjab though its notification dated 2nd September, 2014 has constituted Punjab Skill Development Mission.
• The Mission would be a single point of contact within the Government to formulate and steer skill development schemes across the Department. PSDM acts as an integrated mission which combines the efforts of various State Departments in achieving the skill development target of the State.
• The primary objective of Punjab Skill Development Mission is to enable a large number of youth to take up industry-relevant skill training that will improve their theoretical as well as practical knowledge and help them in securing a better livelihood by bringing necessary synergy, oversight and effective coordination.
• Punjab Skill Development Mission is bridging the gap between the skilled people required in Industry and the unemployed youth by ensuring that the right candidate with passion for a particular job chooses the right course according to his/her academic background, aptitude and skill-set.
• Punjab Skill Development Mission has been providing free skill development training to the youth across all the Districts of Punjab both in the urban and rural areas.
• PSDM will have three tiers at State, District and Block / City Level.
• The Governing Council is headed by Chief Minister and comprises of other Minister and Administrative Secretaries of different departments.
• The State Steering Committee is headed by the Chief Secretary and comprises of Administrative Secretaries from various Departments. The State Executive Committee is headed by the Secretary, Technical Education & Industrial Training-cum-Member Secretary, PSDM, and comprises of representatives from different Departments.
• The District Executive Committee is headed by the Deputy Commissioner of the District.
