Punjab is all set to reintroduce social security cess on the registration of sale deeds. A 1 per cent cess will be imposed on registries in both rural and urban areas.
Charges at present:-
The transfer of land within the family (blood relations) invites no stamp duty. If the property is registered in the name of a man, it attracts 6% stamp duty. But if it is registered in the name of a woman, 4 per cent stamp duty is payable.
It has now been proposed that a 1 per cent cess be introduced in both rural and urban areas.
A cess is a form of tax levied by the government on tax with specific purposes till the time the government gets enough money for that purpose.
Different from the usual taxes and duties like excise and personal income tax, a cess is imposed as an additional tax besides the existing tax (tax on tax).
